General Tactics

Android 21 is excellent at around midscreen. From here, she can use her excellent 2M, 5H, Ki Blasts, and 236L/M to keep the opponent where she wants them. Using assists she can then rush in and start her pressure. Her stagger pressure is complimented by her ranged tools, as she can safely end her pressure in 236L and check the opponent with 2M. If you happen to land a 2H after the opponent gets antsy, you can usually convert it into a kill with a Sparking Blast combo. Android 21's damage in general is very high, and it is boosted even higher with assists. One of her best traits is how easy it is for her to convert into a snap with an assist. 214L/M bring both you and the opponent to the ground, making the assist extension simple.

Team positioning

Point

With two assists at her disposal, 21 possesses an extremely threatening neutral game and powerful blockstrings. Many of her combos can be extended for high damage as well, making her a great battery character. 236L is a great blockstring filler with an assist available, since it gives her enough time to go for IAD j.H and a potential cross-up. 236S becomes a strong mix-up option, as it can be used to tick throw and still convert to great damage with the second assist. Overall, this is by far 21's best position, and should always be considered as a point character first.

Mid

Should a character require more support than 21, she can opt to work with one assist less and use her own useful set of assists. 236L+M is extremely easy to DHC in and out of, making it easy to control when she enters the field. Other than that, her gameplan and potential are mostly unchanged, with only her most damaging combos taking a hit.

Anchor

Without assists to support her offense, 21's damage potential and blockstrings fall apart. 214X cannot be extended without Vanish, removing 5LLL relaunches and making 236S far less threatening as a mix-up. 236L cannot be used as a means to reset pressure at range without Vanish, which is reactable and not particularly rewarding on hit. However, fortified 236H can be used to instantly reset pressure, as a combo filler, or as a one-time attempt to seize neutral. Her assists can also be put to good use for longer, with A assist in particular being a fullscreen combo filler or neutral tool. Combined with her superb neutral game, being the last character standing is not the end of the world for 21. Despite that, she should never be chosen as the team's anchor, since there are characters that can pull off this role much more effectively.

Picking Teammates

Combo-oriented assists (such as SSB Vegeta's B assist or any of DBS Broly's assists) compliment 21's combos well. Neutral-oriented assists (most notably beams) can make 21's neutral game even more commanding. Thanks to her gigantic normals and strong projectiles, fitting 21 in any team isn't particularly difficult.
