Axl's infinite would be a tier above "hardest" but his doesn't require a charge cancel. Zato and Chipp's are whiff-prone but assuming there's a fat, juicy hitbox waiting for them, they're far from a struggle. All of Baiken's are tighter than any characters below her, but it is less range dependent than those above her.
