General Combo Theory
Bullet's combos generally have three stages with her three stages of heat. With no heat she's looking to get a heat level and start moving your opponent into an advantageous position. With one heat level she has the choice of spending it on better positioning with good oki, a kill, or just more damage (not recommended). At heat level two she's met with the same options as heat level one, just that the damage option is significantly more viable. All of her command throws and grabs will combo on counterhit without spending heat, so it's worth considering doing that to move you opponent with decent damage instead of spending heat for it. All of your combos but your kill combo should end with you having at least one heat level.
Heat Level 0
At this stage you're looking to do about 1.7 to 2k damage midscreen, 2.5k in the corner. The rapid cancel combo is a worthwhile option, as it boosts your damage to about 3k and gives you better corner carry.
